The changes the National Highway Traffic Safety Administration decided to implement to the rating system have a lot to do with the types of accidents the federal agency has learned drivers are experiencing as of late.
If you want to buy a used car, remember that the new ratings do not apply to the models made before 2010 because they do not not use the same rating system for safety that 2011 and later models use.
